1) I can't remeber, I think 60 secs, but I'm going to soon lower it to 30 secs.
2) It's saying that to everyone. It's will soon be fixed, no one's actually banned, so ignore it for now. I'm not actually sure of the reason yet. Sorry about that, I did make a topic about it though
